I got past my Stair case problem solved - the map was way too big or something like that...
but now I want to make a perfect ramp from a high level to a lower level. But when I make a brushed playform, build it and rotate it - it's rotation isn't pixel for pixel - it moves each rotation quite a bit - how to I align the top platform with the ramp and the bottom platform with the ramp perfectly?

ie: (dots are = nothing)

Otherwise you might want to try vertex editing (http://www.unreal.co.za/dacemaps/VertexEditingTutorial.php).
It takes a bit longer, but you are less likely to have misaligned surfaces or BSP holes.
